End of Year Message: Progress and Resilience

As the National Recovery Program Bureau (NRPB) marks its sixth year, we reflect on the progress made since 2019. From managing emergency response projects to driving sustainable development for Sint Maarten, the NRPB has grown into a cornerstone of the island’s recovery. Entrusted by the Government on behalf of the people of Sint Maarten as its project implementation agency, we are committed to addressing immediate needs while building a foundation for long-term development and growth.

Largely supported by the $550 million Trust Fund grant from the Government of the Netherlands, in addition to capital investments from Sint Maarten’s national budget, our work has profoundly aided in shaping Sint Maarten’s recovery. In partnership with the World Bank, Ministry of the Interior and Kingdon Relations (BZK) and line Ministries we have strengthened resilience and delivered meaningful results, spanning infrastructural improvements, community empowerment, and select non-Trust Fund initiatives that highlights our vital role in national development.

In 2024, we focused on sustainability and growth. Repairs to 19 schools have provided safer learning environments, and the reconstruction of two additional schools and the public library is underway. The Mental Health Improvement Project is enhancing access to care and support systems for our community. Sustainability remains central to our mission, with the $25 million Wastewater Management Project modernizing sewerage networks and protecting ecosystems and our environment. Concurrent landfill improvements are paving the way for long-term waste management solutions for Sint Maarten.

Support for local businesses has also been transformative. Over 300 micro, small, and medium enterprises have benefited from loans, grants, and training under the Enterprise Support Project, fostering economic resilience. As this initiative concludes in 2025, it will leave a legacy of empowered local enterprises. The Emergency Recovery 1 Project (ERP-1) has driven recovery with repairs to shelters, schools, and housing, while providing ambulances, fire trucks, and government vehicles. In 2025, ERP-1 will conclude with upgrades to sports facilities and school gyms, leaving a lasting legacy of resilience and progress.

Looking ahead, we remain dedicated to advancing projects that benefit Sint Maarten, including investments in education, public health, and infrastructure. Strengthening our institutional capacity is a priority, ensuring the NRPB is equipped to support Government in the nation’s future development and growth. We are grateful for the support of the Government of Sint Maarten, the World Bank, and the Government of the Netherlands. Together, we move forward with optimism, transforming recovery into sustainable development and ensuring a brighter future for all.
