Digital Government Transformation Project
The Government of Sint Maarten under the leadership of the Ministry of General Affairs has committed to the Sint Maarten Digital Government Transformation Project.
The project is supported by a US $12 million grant from the Sint Maarten Recovery, Reconstruction and Resilience Trust Fund, administered by the World Bank.
The objective of the project is to enhance the efficiency of delivery and access to selected public services for citizens and businesses, as well as the resiliency of government systems. The project will be guided by the key principles articulated in the declaration on digital transformation:
(i) inclusiveness and accessibility;
(ii) efficient and innovative government,
(iii) digital literacy and empowerment,
(iv) once-only,
(v) interoperability by default,
(vi) trustworthiness and security,
(vii) openness and transparency, and
(viii) user-centricity principles for design and delivery of public services.
The project will also be guided by whole-of-government frameworks and policies related to enterprise architecture, cybersecurity, and data sharing and privacy. The project has three main components: (1) strengthen the policy and institutional environment, (2) build digital platforms to enable service delivery, and (3) improve user-centered public services.

Environmental and Social Framework
An environmental and social assessment of the Project has been carried out in compliance with the World Bank Environmental and Social Framework (ESF) requirements. This ESMF has been prepared in collaboration with the World Bank Group (WBG) Safeguards Specialists. This ESMF presents potential environmental and social impacts and risks of the project, and the measures which will be applied to address those impacts and risks.
