Sustaining Program Effectiveness and Advancing Resilience Project (SPEAR)

The SPEAR Project is designed to enhance the efficiency and sustainability of Sint Maarten’s recovery efforts by strengthening governance and institutional capacity. Led by the National Recovery Program Bureau (NRPB) and the Government of Sint Maarten, the project focuses on two key areas:

  1. Ensuring the successful completion of ongoing Trust Fund projects – improving transparency, cost-effectiveness, and operational efficiency.
  2. Building government capacity for long-term resilience – enhancing financial management, procurement, disaster response, and policy implementation to support sustainable growth beyond the Trust Fund.

By investing in strong governance and institutional systems, the SPEAR Project aims to secure a stable and resilient future for Sint Maarten.
