Summary of assignment

The Government of Sint Maarten has received financing from the World Bank toward the cost of the Emergency Recovery Project 1 and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include provision of multi-disciplinary technical expertise to carry out effective and efficient project management and construction supervision. The Consulting Firm shall ensure that all works are implemented in accordance with the quality standards, time and budget elaborated in the contract document, including and based on the architectural and engineering drawings and specifications.

These project management and supervision services will be required for all new and ongoing infrastructure projects being implemented (and planned for implementation) in Sint Maarten under ERP-1.

The Terms of Reference (TOR) for the primary procurement stage for the assignment are attached to this request for expressions of interest. For more information, an e-mail can be sent to [email protected].

The National Recovery Program Bureau (NRPB) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. Core areas of business, geographic areas of operation, year of incorporation, etc.
  2. Previous projects where your company has successfully provided high-level project management services to governments. (Please provide more than one example)
  3. Previous projects your company has successfully completed in providing construction supervision and project management services.
  4. Minimum turnover of US $3.5 million per annum.
  5. Experience working with the World Bank procurement process either in project management service contexts or in other areas.

Key Experts will not be evaluated at the shortlisting stage.

The shortlist will contain not fewer than five (5) and not more than eight (8) eligible firms.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflicts of interest.

“Procurement Regulations” means, for purposes of paragraph 20 of the Appendix to the Standard Conditions, the “World Bank Procurement Regulations for IPF Borrowers”, dated July 2016, revised November 2017 and August 2018.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Framework Agreement arrangements described in the Procurement Regulations and to be specifically set out in the Request for Proposals.
