Digital Government Transformation Project

The Digital Government Transformation Project is the first large-scale digital modernization of services, processes and data led by the Government of Sint Maarten and implemented by the NRPB. It is funded by a US $12 million grant from the Sint Maarten Trust Fund and managed by the World Bank.

The project will include the following key principles laid out in a declaration on digital transformation which include:

  • Inclusiveness and Accessibility: Ensuring everyone can access digital services.
  • Efficient and Innovative Government: Making government operations quicker and more creative.
  • Digital Literacy and Empowerment: Helping people understand and use digital tools confidently.
  • Interoperability by Default: Ensuring different government systems can work together seamlessly.
  • Inclusiveness and Accessibility: Ensuring everyone can access digital services.
  • Digital Literacy and Empowerment: Helping people understand and use digital tools confidently.

The project will also follow broad government policies on the following:

  • Enterprise Architecture: Looking at how different parts of government work together
  • Strengthening the Policy and Institutional Environment: Improving the rules and institutions that guide digital transformation.
  • Building Digital Platforms: Creating online systems that make it easier to deliver public services.
  • Improving User-Centered Public Services: Designing services that are accessible for everyone, including those with limited digital skills or disabilities. Services will be available through different means like online, mobile or in-person, and user feedback will help ensure they meet diverse needs.

Environmental and Social Framework

An environmental and social assessment of the Project has been carried out in compliance with the World Bank Environmental and Social Framework (ESF) requirements. This ESMF has been prepared in collaboration with the World Bank Group (WBG) Safeguards Specialists. This ESMF presents potential environmental and social impacts and risks of the project, and the measures which will be applied to address those impacts and risks.
