Summary of assignment
The Government of Sint Maarten has been allocated grant funds (the “Grant”) from the World Bank which are administered by the International Bank for Reconstruction and Development (IBRD) (the “Bank”) and executed by the National Recovery Program Bureau (“the Client”) toward the cost of Sint Maarten Digital Government Transformation Project. The National Recovery Program Bureau, an implementing agency of the Client, intends to apply the funds to eligible payments under the contract for which this Request for Proposals is issued. Payments by the Bank will be made only at the request of the Government of Sint Maarten and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the grant agreement. The grant agreement prohibits a withdrawal from the grant account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the Bank, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than the Government of Sint Maarten shall derive any rights from the grant agreement or have any claims to the proceeds of the grant.
The Client now invites proposals to provide the following consulting services (hereinafter called “Services”): Digitization of Archived Public Records.

A firm will be selected under Quality and Cost Based Selection (QCBS) Method procedures and in a Full Technical Proposal (FTP) format as described in this RFP, in accordance with the Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 and November 2020 (“Procurement Regulations”), which can be found at the following website: worldbank.org
Interested eligible bidders may register to receive bid documents in English by submitting a written request to procurement@nrpbsxm.org. The Client assumes no responsibility for bid documents that were not received through the indicated application.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Consultant’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposals.
This tender follows an electronic procurement procedure further elaborated in ITB 1(o) of the bidding document. Encrypted/Password Protected Bids must be sent to procurement@nrpbsxm.org at or before Tuesday, February 7, 2023, @ 15h00 AST. Late Bids will be rejected.
Bids will be opened by Video Conference in the presence of the Bidders’ designated representatives on Tuesday, February 7, 2023, @ 16h30 AST. Confirmation of receipt and video conferencing information will be shared upon receipt of timely Bids.
